Abstract

L3COS is a Level 0 blockchain operating system designed, from its first line of code, for the regulated economies of sovereign states. Unlike general-purpose public chains, L3COS assumes that the rule of law is not a disclaimer bolted onto a ledger after the fact, but a protocol primitive to be engineered at the foundation. It achieves this through a three-tier architecture bound together by a single global ledger.

At the top tier, one hundred and ninety-five government super-nodes operate under Proof of Government, a consensus algorithm in which each sovereign state is represented as a first-class participant with equal rights and hierarchical account control. At the middle tier, enterprises operate under Delegated Proof of Stake, electing a board of witnesses whose sole duty is the rapid, deterministic production of blocks. At the bottom tier, individuals participate through Proof of Storage, leasing spare disk space to the network and receiving network rights in return.

Above the consensus layers sits a quasi-Turing-complete virtual machine whose computation is bounded and metered in L3CG, the native gas unit of the system. The virtual machine executes smart contracts, hosts the built-in real-time gross settlement (RTGS) exchange, and supports regulation-compatible asset issuance, dynamic account permissions, and scheduled payments.
