The stack.
Three products, one operating system. Each owns a layer; together they let a regulated instrument form, fund and change hands on one rail.
Most tokenization changes the record of who owns an asset. It does not change how that asset is paid for, transferred or redeemed under its own rules. The ledger moves; the settlement does not. L3COS exists to close that gap, and three products divide the work.
A tokenized bank deposit that never leaves the bank. The token is the posting; settlement between banks runs in central-bank money through the RTGS; the central bank supervises from a node it operates. Deposits move at two in the morning on a Sunday, and the regulator watches them do it.
fiatonchain.comThe Layer-3 Regulated Asset Standard defines how a regulated asset must behave: who may hold it, where, under what conditions, and what happens when a rule changes. Open and royalty-free, ledger-agnostic, governed by the L3RS Foundation. Reference implementations run on Ethereum, Solana and Canton.
l3rs.foundationDelivery-versus-payment between an L3RS-1 asset and a Fiat-on-Chain cash leg, with eligibility checked at the moment of transfer. Primary issuance, compliance-gated secondary transfer and lifecycle events for regulated real-asset mandates between USD 50 million and USD 500 million.
t3rra.coThe ledger all three write to, and the sovereign tier all three inherit their legal status from.
TechnologyWhy the layers must clear together.
Fund formation
An LP interest issued under L3RS-1 carries its eligibility and transfer rules inside the instrument. Formation stops being a legal wrapper around a token and becomes the issuance of a compliant asset from day one.
Capital calls and distributions
With Fiat-on-Chain as the cash leg, subscription, unit and eligibility check clear in one atomic step. A capital call is no longer a ten-day operation across three correspondent banks.
Exit liquidity
A secondary buyer must be eligible, checked, pay and receive. T3RRA makes those four steps one step at one moment. The asset that can settle that way is the asset an investor can actually exit.
What the name carries.
The 3 in L3COS is the three tiers of consensus. L3RS-1 carried the number forward to the asset standard that runs on them, the Layer-3 Regulated Asset Standard. T3RRA carried it to the settlement layer above that: Tokenized, Layer-3, Regulated, Real Asset. One lineage, one number, three layers.
Who operates what.
L3COS LTD owns and develops the operating system. The L3RS Foundation governs the standard independently of any operator. Fiat-on-Chain and T3RRA are separate companies built on both. The founder of L3COS authored the standard and chairs the Foundation; the Foundation’s governance bodies are being constituted to make the standard’s independence structural, not personal.
